The Texas Real Estate Commission is pleased to announce the 2020 virtual planning tour. Due to travel restrictions related to the Coronavirus, �ǿ��app�� moved the tour online. Join �ǿ��app�� Chair, Scott Kesner, and �ǿ��app�� Executive Director Chelsea Buchholtz as they discuss the future of the agency. In a rapidly changing market, the agency needs to hear from license holders about what issues matter most to them.

�ǿ��app��, in coordination with local REALTOR associations, will be hosting sessions virtually throughout the summer. �ǿ��app�� encourages all license holders to join the conversation. Attendees do not have to be REALTOR members to participate in one of the following sessions:

Inspector Committee Accepting Applications for Members

The Texas Real Commission is accepting applications for appointment to open Inspector and public member positions of the Texas Real Estate Inspector Committee.

The Texas Real Estate Inspector Committee is an advisory committee whose purpose is to make recommendations regarding inspection-related matters to the Commission with the goal of ensuring a high degree of service to and protection of the public. The committee consists of six professional inspectors and three public members. Inspector members serve staggered six year terms and must hold a professional real estate inspector license. Public members serve staggered two year terms and cannot hold an active occupational license or otherwise be employed in the real estate field (e.g. appraiser, real estate broker/salesperson, mortgage broker, real estate inspector, etc.).

The committee is permitted to meet by teleconference, although it is anticipated that some travel to Austin will be necessary. Limited funds may be available for travel reimbursement. All committee meetings must comply with the Open Meetings Act.

Progress Report from Our Agency to Texas:

In early April, the Texas Real Estate Commission publicly apologized to Texans for the unacceptable quality of our customer service efforts and we promised to take a number of steps to do better. This is a progress report on what we have done so far and what additional steps remain to be implemented to restore and improve our service.

Hire More Staff �� We hired four more team members to answer phones and respond to customer service requests. We now have 20 members on the team tasked with this challenging duty. We also filled one open spot on that team and two more on another team which processes all classes of license and education applications, bringing that area’s strength to 20 as well.
Added Both Email and Voicemail “callback�� Tools �� In April we added an email box dedicated to “callback�� requests and followed in May with a separate phone number where a caller can leave a message and receive a “callback��. Both tools are well used.
Adding a Call Routing Tool �� effective on June 15^th, callers will be able to route their call to the appropriate knowledgeable responder by selecting the relevant subject matter. This should help shorten the response time and limit the number of transferred calls.
Peak Business Hour Adjustments �� Through the end of June, we have extended our call center hours every business day from 6:30 am to 7 pm. Because the number of calls received during these extended hours is highly focused in the last week of the month, beginning in July we will return to our 7 am to 6 pm schedule except during the last 5 business days when we will we extend for an additional hour. Other internal staffing adjustments will help keep more staff available to answer calls at all peak times.
More Email Response Flexibility �� To meet our response commitments, new tools allow us to assign additional resources to your emails when the volume reaches certain levels.
More Helpful Information Where You Need It �� We added helpful suggestions to our hold messages and emails, directing you to important and time-saving information.
Processing Dates �� We published the dates of applications that our staff are currently working on, so it is clear when you should be expecting to hear from us. Staff working overtime even on weekends and new changes in our internal processes have resulted in promising advances toward routinely meeting our 7-10 business day commitment.
Improving Website Content �� Last year we launched our completely redesigned website. We recognize that such changes require time for adjustment, and we have implemented clearer language and key stats throughout the website to help.
Customer Service Training for All Staff �� To improve our interactions with you, we retrained all of our staff in advanced customer service skills. And we commit to provide ongoing training for our staff in order to provide you with excellent customer service.
Customer Service Survey �� We have added a new, brief customer service survey for you to provide feedback easily and timely. A link to it is included on all standard emails. I assure you, our team will review your responses and take action when it is needed.

In the next few months, the agency will be working to finalize some key projects that we believe will have a dramatic effect on our communications and customer service goals. I am happy to announce we will be implementing an improved call management system to dramatically improve our ability to handle callers. Waiting on hold for 30 minutes will be a thing of the past. This project has been over 8 months in the planning and evaluation stages, and I am pleased with the recent progress we have made. Our target date should be announced by early July.

We are also making headway on a streamlined login process for accessing our online services. We are in the final stages of implementing a new smart identification process to connect license holders with their open application or existing license in a more efficient manner.

There is nothing more important to us at this time than to honor our commitment to the public and to our license holders to ensure our renewed focus on excellent customer service and to improve the quality of our license holders experience with us. The Sunset Review of the Texas Real Estate Commission and Texas Appraiser Licensing & Certification Board

The mission and performance of the Texas Real Estate Commission and Texas Appraiser Licensing & Certification Board are under review by the Legislature as required under the Texas Sunset Act. The Act provides that the Sunset Commission, composed of legislators and public members, periodically evaluate a state agency to determine if the agency is still needed and to explore ways to ensure that the agency's funds are well spent. Based on the recommendations of the Sunset Commission, the Texas Legislature ultimately decides whether an agency continues to operate into the future.

The Sunset review involves three steps. First, Sunset Commission staff will evaluate the Texas Real Estate Commission and Texas Appraiser Licensing & Certification Board and issue a report in October 2018 recommending solutions to problems found. A month or so later, the Sunset Commission will meet to hear public testimony on the agencies and the recommendations of the Sunset staff. Based on public input and the Sunset staff report, the Sunset Commission will adopt recommendations for the full Legislature to consider when it convenes in January 2019. Please refer to the Sunset Commission website or call the office for updated information on specific dates for these meetings.

Through the Sunset review, every Texan has the opportunity to suggest ways in which the mission and operations of the Texas Real Estate Commission and Texas Appraiser Licensing & Certification Board can be strengthened. Suggestions are preferred by June 1, 2018, so they can be fully considered by the Commission staff.

Broker Responsibility Working Group Appointments Announced

The Texas Real Estate Commission is pleased to announce the appointment of members to the Broker Responsibility Working Group (BRWG). The BRWG reviews experience requirements and role responsibilities for brokers and makes recommendations to the Commission based on its findings. Members will meet four or five times in the next 10 months to complete the charge given to them by the Commission.

Appointed members include, Chair, Bill Jones (Temple), Bill Evans (Austin), Bob Baker (Plano), Bob Jacobs (San Antonio), Gayla Skates (Cypress), Jessica Craig (Arlington), Kelly Gonzalez (Laredo), Mary Lynne Gibbs (Lakeway), Nancy Herzig (Houston).

The BRWG has been charged with reviewing broker licensing requirements, minimum competency requirements, broker mentorship programs, minimum service requirements in relation to service fees, and temporary out of state registrations for commercial transactions.

This working group is not only vital to the success of the agency, but plays an instrumental role in shaping the regulation of real estate licensure in Texas. The Commission thanks all those individuals who have volunteered to serve and looks forward to hearing their recommendations.

2nd Annual Residential Realty Summit in Austin

Monday, April 2 in Austin from 10 AM to 3 PM.

Join us for our Agency’s 2nd annual Texas Residential Realty Summit. This annual conference focuses on current issues affecting the successful closing of single family residential transactions transaction from an interdisciplinary perspective.

The focus of this year’s event is the impact of natural disasters on the residential real estate market and closing transactions. Texas comprises close to 267,000 square miles. It is no surprise then that Texas leads all other states in the number and types of natural disasters occurring within its borders. Texas suffers from tornadoes, floods, wildfires, and hurricanes. Nearly every calendar year, at least one major disaster is declared in Texas. Every disaster affects Texas in its own unique way and the this year’s summit is to explore whether any predictable patterns exist in the way disasters impact the state’s residential real estate market and look for potential ways to mitigate that impact in the future. Panels will consist of members of the real estate, real estate appraisal, inspector, insurance, mortgage lending, and title industries.

Commission Appoints Six to Education Standards Advisory Committee

AUSTIN, TX �� The Texas Real Estate Commission is pleased to announce the recent appointments of six new committee members to the Education Standards Advisory Committee. Sarah Norman of Bryan, Jason Woodward of Amarillo, Felicia Peters of Grandbury, Scott Kesner of El Paso, Rob Cook of Houston, and public member Marcela Gomez of Austin have been appointed as members, with terms set to expire in 2019.

The Education Standards Advisory Committee reviews curriculum standards, course content requirements and instructor certification requirements for qualifying and continuing education courses, and makes recommendations to the Commission regarding these topics to ensure license holder education meets the highest educational standards.

The Commission would like to thank outgoing members, Bill Bradshaw, Bill Evans, Andy Hemmings, Pat Strong, Rita Klein, and Ronny Willis for their valuable contributions.

�ǿ��app�� Announces Extension For All License Holders Affected By Hurricane Harvey

In the wake of Hurricane Harvey, the Texas Real Estate Commission and the Texas Appraiser Licensing and Certification Board (the Agency) extended all deadlines for two months for all license holders and applicants statewide with license expiration or application deadlines in August and September. This extension ended on October 31, 2017.

After careful assessment of the significant impact and damage sustained by our license holders, the Agency has decided to further extend application and renewal deadlines by an additional four months for those in the 60-county disaster area declared by Governor Abbott.

License holders who live in the affected counties with licenses set to expire August 31, 2017 through January 31, 2018, will be extended until February 28, 2018.

Initial applicants who live in the affected counties with applications set to expire August 21, 2017 through February 27, 2018, will also be extended until February 28, 2018.

PearsonVue, the exam provider for all license applications, has been notified of these changes.

New Commission Appointments Announced

AUSTIN, TX - Governor Abbott has appointed three new members to the Texas Real Estate Commission; broker members, Jan Fite Miller and DeLora Wilkinson and a public member Micheal Williams with terms set to expire January 31, 2023. These new members will join the Commission for its next regular quarterly meeting in Austin on November 13, 2017.

Jan Fite Miller of Kemp is Executive Vice President of Century 21 Judge Fite Company, with 21 real estate offices in the Dallas Fort Worth area, with about 800 sales agents, a title company, a property management company, and a property and casualty insurance company. She is a member of the National Association of REALTORS, Texas Association of REALTORS and the MetroTexas Association of REALTORS. She received a Bachelor of Arts from the University of Texas at Austin.

DeLora Wilkinson of Cypress is a licensed real estate broker. She is a member of the National Association of REALTORS, Texas Association of REALTORS and is a 2018 Board member of the Houston Association of REALTORS. She is is currently a member and former chair of the Houston Northwest Chamber of Commerce.

Micheal Williams of Colleyville is the President of 3i Contracting LLC. He is a member of the Association of General Contractors, and former Chairman of the Dallas Chapter of NBA Retired Players Association. He also served on the Baylor University Letterman’s and Business School Advisory Boards, and with the Regional Black Contractors Association. He received a Bachelor of Business Administration from Baylor University.

The Texas Real Estate Commission exists to protect and serve the citizens of Texas by ensuring that real estate service providers act both ethically and competently. �ǿ��app�� welcomes the contributions of these new volunteer members and thanks them for their willingness to serve.
